Greetings from City Hall!

As 2025 comes to a close, I wanted to take a moment to reflect on the year and share just a handful of the City of Sandy’s accomplishments. There were many successes throughout the year, as well as continued challenges that our community will work to overcome in the upcoming year.


The year started off with the City Council adopting a new set of goals for the 2025-2027 biennium. Following the adoption of the goals, staff worked to develop a two-year budget to meet those goals and continue to offer the same level of services that our community has come to know and expect. 


Our new community park, Cedar Park, featuring Base Camp, saw over 100,000 visitors in its first year! Construction began on the new Deer Pointe Park, which will be completed in January 2026. The Sandy and Hoodland libraries were able to secure over $100,000 in grants and private donations for the mobile library, which was delivered in mid-December. SandyNet adopted a new master plan, setting the direction for the utility for years to come. Parks and facilities rules were updated to ensure equitable use and access for all users. An abatement fund was established to assist in the cleanup of chronic nuisance properties. The municipal code was updated to reflect required changes in state law, as well as updates related to outdoor burning regulations. Most recently, our Winterfest activities are drawing tens of thousands of visitors to Meinig Park.


Utility infrastructure continues to be a top priority, as we work to implement our various water and wastewater projects. All water projects are moving forward at a quick pace, ensuring that the City will be able to meet future demand during our dry summer months.


These projects are expected to be completed in 2027. The City continues to remain under a moratorium as we work on implementing the needed improvements outlined in our consent decree with the EPA and Oregon’s DEQ. During the year improvements were made to the collection system, as well as capacity improvements to the wastewater treatment plant. The City has continued to study options for the needed long-term solution and will continue this work throughout the first half of the new year.


As we roll into 2026, keep your eyes out for our new electric transit buses and the mobile library that will be hitting the streets soon. The City will be discussing ways to improve safety for both pedestrians and drivers. We will be exploring several potential safety improvements, including lighting high use crosswalks, driver feedback signs, and other technological options to improve safety for all users. 


I’m excited to announce that the City will be conducting a community survey in the coming weeks to help us better understand the demographics of our community, areas where we excel, and areas that need improvement. The results of this survey will help us create goals and allow City leadership to make informed decisions based on community feedback during the next budget cycle. 


Thank you to the entire Sandy community for your support and partnership. Together, we will continue to make Sandy an amazing community to live, work, and recreate. I look forward to another exciting year ahead and leave 2025 with gratitude for all the hard work the City Council, staff, volunteers, and community members do each day to make Sandy excellent.
